Heat oil over medium in a saute pan. Fry chopped scallion / green onion whites - reserve chopped greens - and garlic til translucent. Add 1/2lb ground beef and cook through. Add salt, chicken powder, black pepper, paprika, onion and garlic powders and stir to combine.
Fry some tomato paste in the accumulated beef fat til darkened, then stir into beef.
Add 4oz pasta (farfalle's nice) and 2 cups water. Stir to combine, bring to a boil and reduce to a simmer. Simmer until most liquid is absorbed and pasta is cooked through (adding more water if necessary).
Cool slightly til no longer steaming. Stir in 1/4 cup milk and 1/2 cup grated mild cheddar. Heat over low, stirring constantly, until cheese is melted and combined with milk and sauce is thick. Stir in scallion greens.
